A. Program Overview

Voucher for E-Business and Technology Adoption (VEBTA) projects typically run in association with existing college courses. College faculty and students engage with companies to identify their business and innovation challenges. Members of student team then act as consultants to the company, and are responsible for solving the challenge guided by college faculty and their companies.  

VEBTA projects may include, but are not limited to, e-business solutions such as website development, online sales process, digital and social media and customer relationship management, as well as other technology development and testing/validation activities to support innovation and technology adoption.

B. Program Objectives

The Voucher for E-Business and Technology Adoption (VEBTA) Program connects eligible companies with the expertise and resources available at Ontario colleges to help a business scale up the development, adoption and implementation of online tools and other technologies to drive innovation.  

The projects executed by the colleges lead to new market opportunities for the business, which may include exports.

D. How Funding Works

For Colleges:

  • Colleges apply to OCE to be providers of VEBTAs to eligible companies.
  • Colleges are responsible for the selection of eligible companies, assignment of students, and delivery of the vouchers to companies.
  • Each participating college will determine its own process and selection criteria for VEBTA recipient companies.
    • OCE will support up to $2,500 per voucher - per company, and up to $50,000 per college
    • A maximum of one voucher can be allocated per eligible company
    • Under this program 1:1 matching funds (cash and/or in-kind) are required by the company
    • Vouchers must be fully committed and all projects completed by April 14, 2017
    • Voucher scope must be defined jointly by the company and the college

E. Eligibility

For Colleges:

  • Academic applicant must be an Ontario-accredited, publicly funded college.
  • Projects must leverage the unique capabilities of the academic environment, and be non-competitive with Ontario private-sector capabilities.
  • Applicants must be in good financial and reporting standing with OCE.
  • Applications should be made through the college research office and it is expected that there be no more than one application per college.
  • Participants must be willing to co-operate in providing project and outcomes metrics.
  • Applicants must meet requirements on eligible expenses.

For Industry partner applying for the VEBTA to Colleges:

  • Company must have a presence in Ontario and its operation in Ontario is expected to implement/ commercialize the results of the project.
  • Participants must be willing to co-operate in providing project and outcomes metrics.
  • The company must provide oversight, support, and guidance to the student(s).
  • Industry partner must be in good financial and reporting standing with OCE.

H. Evaluation and Assessment Criteria

  • Applications received from the college will be internally reviewed by OCE for completeness, eligibility and use of funds.
  • Applications will then be reviewed by an OCE review panel that will make final decisions.
  • The application will be assessed on:
    • Evidence of a strong commitment of the college’s capability, resources, facilities and mentorship capacity
    • Industry capacity and commitment to implement/commercialize the outcomes of projects
    • Description of how the college will help the company sustain the solution
    • Cash and/or in-kind contributions to the project by the company and college

I. Flow of Funds

  • OCE funds will flow directly to the colleges.
  • Upon receipt of the College’s electronic fund transfer (EFT) information, OCE will release a payment equal to 90 per cent of the award.
  • OCE will release the remaining 10 per cent upon project completion and receipt of the following: requested Final Report including metrics and success stories.

J. Reporting Requirements

Final Reports:

  • All projects must be completed by April 14, 2017.
  • Forty-five days prior to the scheduled completion date, the College will receive a notification of the project end date from OCE’s MIS system; with a link to the Final Project Report should the College wish to begin entering data.
  • On the scheduled project completion date, the College will receive notification and a link to complete a Final Project Report (including progress, financials and metrics) from OCE’s AccessOCE system.
  • The report must be received and approved by OCE in order to release the holdback, and maintain good financial standing with OCE.
  • All Final reports, metrics, including success stories and a comprehensive list of all the companies that have received the vouchers, must be submitted to OCE by May 1, 2017.
  • An attestation on the use of funds will be requested to close the project.
  • OCE may also request proof of expenditure.

Reminder: For all VEBTA projects that received funding during the fiscal year 2015-2016, the deadline to submit their final reports is April 15, 2016.

Please be aware that funding for successful applicants is subject to Ministry budget approval and availability of funds.
