Local Recovery Challenge


The initiative provides up to $50,000 in financial support to start-ups and SMEs for product development, market traction and scaling their company using connectivity.

The Local Recovery Challenge supports Ontario-based businesses who use connectivity in their product or service. Successful applicants must provide 1:1 match.

Business impact during COVID-19

During COVID-19, business revenues have declined, especially for Main Street businesses and restaurants. To stay open, many businesses had to find new ways to sell and deliver goods, often being forced to pay significant commissions for these services. To assist businesses with more affordable options, the City of Toronto, OCADU, OpenLocal and OCE came together to create the Local Recovery Challenge. OpenLocal's delivery service provides businesses with access to a pool of local delivery drivers and bike couriers to provide same-day neighbourhood delivery and is one example of new services to assist local businesses.

What is the Local Recovery Challenge?

The Local Recovery Challenge is part of the ENCQOR 5G initiative supporting Ontario-based businesses to test and/or adopt 5G capabilities through the use of the ENCQOR 5G testbed. The initiative provides up to $50,000 in support to start-ups and SMEs for developing products, gaining market traction and scaling their company.

Who’s eligible?

The initiative is open to all eligible companies. Preferred applicants are those who could capitalize on contributing to OpenLocal.ca as well as working with Masters and Graduate students from OCADU on these projects with a special focus on the following industry sectors:

  • Ride sharing services
  • Delivery services
  • Navigation, mapping and route optimization
  • Proof of delivery, credential validation, security and background checks
  • Online sales support for businesses
  • Transportation, mobility & logistics, and beyond
